Adobe Photoshop help - OT

forgot how to rotate an image, as on an axis

as in taking a regular photo and turning it on an angle - a billboard at an angle.

Skew

I think what you're looking for is a skew command. It will give the grips on the corners of the image/object and allow you to make a trapazoid.

Image>Rotate Canvas>Arbitrary will do what you need, expanding the canvas boundaries to accommodate the rotated image. The non-image areas will be colored to what you have set as background on your palette.

Select All, then Edit>Transform>Rotate is similar, but does not expand the canvas to fit the rotated image.

If you are looking for a perspective or skew, then Select All+Edit>Transform>Perspective (or Skew) and start pulling on the corner anchors. Also, play with the middle anchor. Might want to hit F once or twice to get the image "floating" in the middle of the screen, without a bounding box.
