How Feasible to make a 650 into a 700

I'm looking at a titanium frame that uses 650 wheels and was wondering if that can be modified to use a 700. The front I guess just change the fork? What about the rear? What should I be looking for, measuring? Is the labor to cut and weld + the original frame exceed the cost of just buying a 700 frame? I already have a 700 bike so this will be a 2nd titanium bike.

I ride 650c wheels on a schwinn paramount and enjoy them. Ligther weigth Hence spin easier
But you could install a 700c rear wheel with tire and see what happens
for front could stay with 650c or get new fork for 700 c wheel.However your raising the front of the bike. so what happens to handing

Are we talking here about 650A (ETRTO 590), 650B (ETRTO 584) or 650C (ETRTO 571)?

Even if the wheels fit, you will throw the geometry and bb clearance off. Not to mention brake clearances or that putting a longer fork will cant the front of the frame upward. Get the right bike... or enjoy the 650, the gearing is a little lower because of the smaller wheel size but the bike may still be sized to fit.

Assuming it's 650C, you'd need to reduce the brake reach by 25.5mm, which would be impossible in any circumstance I can imagine. And I doubt a 700c wheel would fit at all. My guess is that the surgery needed to the frame to make it fit 700c, if possible at all, would cost as much as buying an equivalent 700c bike.

Ok...Heard you guys loud and clear. Thanks. I just wanted another project that's all. BTW it was a Merlin road bike. I don't know the model. And it was $400 with zipp tubular wheels and cranks.
