Is it a legal TT bike

I am toying with the idea of doing the National TT in Park City. My son has an old TT bike with a 650 front wheel and a 700 rear wheel that I could use. Is this a legal TT bike for USCF racing?

I see nothing in the USA Cycling rules, nor in the UCI rules, that says that the two wheels must be of the same size; the latter does indicate that wheels must be between 55cm and 75(?)cm in diameter. I say it is legal.
