Should the headtube lug be centered or not? Or is it just the camera angle that makes it seem off center?

looks like the wheel is turned a bit. Everything looks fine to me. Kind of a mess though. could use a cleaning.

yea I didn't notice the frame in the backround at first.
Now I want to find a paper-wrapped paramount at an estate sale!
