wtb: Stem with 22.2 clamp

Anyone have a cheap threadless stem with a 22.2 clamp?

Any length, rise will work. I'd really prefer a black one.

I'm trying to copy this trick for mounting a Ortlieb handlebar bag to my Jones bars...like this:

I'm not familiar with the bag. What does the piece of silver stem do?

holds the bracket from slipping.. the only thing i hate about the ortlieb line. Can you use automotive hose clamps and use the screw/bolt area to wrap around? Would look pretty ghetto i suppose.

I'm not even a fan of the bracket but I have one and I'd like to see how it works w/ the Jones bars.
