Agree with earlier post about removing seat collar lug (possibly with heat). I'd probably just do it at home with a couple of good files after the grinder.

The post size is the post size, so no need for guesswork or shims. Finding the right diameter collar or modifying an undersized one might take a bit of work.

I am not sure a set post collar will fit on the tiny amount of seat tube left above the top tube.

Yep I noticed that too. Glad I saved the 27.2 seatpost(which was REALLY stuck in there) and the clamp. Was going to run a ball hone in there as the post was nothing but trouble getting out the entire way, but now, I might just set it all back up the way it was.
