Every part of the bike/rider system can/does contribute to speed wobble.

Replacing parts or changing rider position may or may not solve your problem.

Don't stiffen your arms / clamp the top tube with you legs to help mitigate wobble when it arises.

A stiffer fork may help, I have read convincing and conflicting articles about headset contributions. Some people claim a headset with more drag helps, like a needle bearing miche.
+1 on the roller bearing headset fix. Shimmy is fairly common for tall guys riding big bikes with relatively light skinny steel tubes. For me, a slightly overtightned Miche or IRD rollerdrive fixes the problem 99% of the time. Also, dress warmly, my worst shimmy experiences both occured when I was shivering a lot.

Same here. It's hard to absorb harmonics when it's 40-deg and raining, you're underdressed, and going downhill at 40mph...

You have a lot of post showing so maybe that is adding flex due to it being a long lever supporting a lot of weight. I wonder what you might learn by dropping the saddle way down before coasting down a fast descent.
