Was a cyclist killed there? It looks a bit too much like a "ghost bike" for me.

This is a bike in the Eddy Merckx product line, the Stockeu69. It looks to be the same as the Helium, perhaps there are some differences, such as materials, layup, ...etc. But is a legitimate Merckx product.

Most cf bikes are painted.

Also, Oliver Naesen as exactly 0% chance of winning today on a flat stage. The use of this bike seems largely ceremonial, a farewell to something until next time.

Steel just isn't a viable material in the Tour given the aerodynamic cost of round tubes.

I think you nailed and lol at trying to hype it with the Tour Of Dopers. I would imagine it's at the crowd "that remember when". They should have went full eroica and had downtube shifters and clips.
