OT - Paypal not allowing my linked bank account as a payment option

I'm trying to send $ to a fellow PLer and PP only shows my credit cards as a payment option. It shows a link to Unavailable Payment Methods, and when I click that, I get the name of my bank and account and the message "There’s an issue with these payment options and they can’t be used."

Anyone seen this? What's the solution?

I’m gonna possibly answer my own question for others' benefit. If you try to send money to someone outside the US you can’t do it for free from your bank account. I suspect the PLer I'm trying to send money to is in Canada. I tried to send my wife $1 and my bank account was one of the options.
