Only theory I have heard that makes sense at all was that he didn't know the load had shifted. OTOH, mirrors.

He had previously hit another cyclist, who was trying to warn the injured cyclist.

When I have driven with a load in an open truck, I constantly monitor the load to make sure it hasn't shifted. This guy is going to get a ticket for his negligence.
