So have NYPD higher-ups told the guys out on the beat to do whatever it takes to ticket cyclists?

As she points out, had she been walking down the sidewalk or crossed the street in that skirt you can be sure that no ticket would have been issued. Same thing goes for shorts.

The key is not what she was wearing but the fact that she was riding a bike.

And the nypd are aggressive. After those rape cops were aquitted it's increasingly difficult for anybody to trust the nypd, yet alone any woman. And this jerk says riding in a skirt is dangerous? His badge should be taken away. He enforces laws, he does not make them up. This is straight up harassment. So tired of this... this is why I commute by subway now.

What's more disturbing:
1. A seemingly clear case of sexual harassment
2. A potentially fictitious case of sexual harassment used to advertise a product
3. Assuming a harassment case is fictitious because of the persons job/ history.

There isn't good outcome, regardless.
