How do you get a quill stem on Soma Hwy One bars?

I’m installing those bars on a retro build right now…today actually.
I’m using a Deda Murex. It’s great due to the removable plate. I initially installed a longer one, reordered and now swapped it out for different size. So nice not to have to remove brake/shifter levers and tape to remove bars.
I also didn’t encounter the same difficulties as you due to the removable plate.

Well, that's probably why stems with removable faceplates were invented because fishing a compact bar through a quill stem was a lot of trouble.
