I think what you mean is the hole is drilled perpendicular to the fork blades instead of perpendicular to the steerer - as if the clamped the fork blades flat to the drill press table instead of clamping it by the steerer. That might work on a curved fork, where the fork blades emerge from the crown parallel to the steerer, but this appears to be a straight blade fork, so the blades are angled forward from the steerer.

If you can get the custom made tall crown race that might be best solution. But I'd also check that the odd drilling angle didn't compromise the strength of the fork crown.

I think i may have this one sorted. I got an old 105 headset (without bearings) with a lot to parts I bought and decided to take a look. It has a 27.0 race, so it wont work, but I noticed the bottom race is set up about 2mm above the crown and the bottom cup is about 3mm smaller in diameter. Both of which should be a better fit. I found a 105 headset with the proper 26.4 race in Canada and ordered it.
Also, I found that 1 1/4 pvc pipe makes a perfect freehub spacer on a campy hub.

I don't know if it's an optical delusion, but not only does the brake hole appear to be drilled crooked, it also looks like the crown race was cut crooked. And they did have their way while milling the crown.

Sounds like the hole is drilled too high if ya need 7mm of spacers BUT, spacers and maybe a longer nut in back.

Also, from the pic, looks like it was drilled on an angle(up)..

yep but i think that's what it's for, you can slacken head tube angle and increase trail. big with mtb'ers who can all sorts of different length forks but want to keep HTA/trail relatively constantly. there's a german company that makes a similar spacer and some kind of angled "negative" spacer to decrease HTA.
