I can't claim to be an expert on the evolution of Riv frames, but I still think it was a mistake to kill the Ram moniker. In my world, it was a name strongly associated with Riv. Replacing the Ram with two similar but different frames seemed weird at the time; it still does. Then there is the confusion on frames made in Japan, Taiwan, and WI. And $3500 for a custom Riv? That's so out of line with the rest of the custom steel market, no wonder they're not selling.
I have nothing against Grant and Riv, but many of their decisions befuddle me.
