Pegoretti seatpost question

I'm building up a 2015 Pegoretti Marcello. A 31.6 seatpost is too big to slide into the main tube (without undue force). With a 30.9 seatpost, I need to tighten the seatclamp with a lot of force, in order to keep the seatpost from sliding.

I'm worried about bearing down on the seat clamp. Is this an issue?

Have you verified that your 31.6 post truly is 31.6 and not a bit more than that?

Or that the seat tube diameter is ~31.6?

According to the link below, the Marcelo should take a 31.6 post.

Sounds like the frame is intended to take a 31.6mm post. You may have paint, slag, etc. inside the tube reducing the clearance. Take it to a good shop/frame builder and have it reamed out to the correct size.
