Time bike tool?

Does anybody know what this device is? I found it in the seat tube of a Time VXS frame I got from DavidLee. Is it just a serial number holder? It is made out of plastic and the open part can compress easily to fit into a tube.

is it a 56cm with a long top tube?

It is a large model which is supposed to have a 57 top tube. Not sure what the numbers stand for. Number wise it could stand for the 956 unit, size L, built in 2005 but that is just a guess. It is the same number as the serial number on the frame. This part was found lodged in the seat tube down by the water bottle bosses.

Probably a way for them to track the frame number during production.
