Looks like one of the Huret variants to me. Hard to say for sure though.

The front derailleur is the original bottom pull Suntour XC circa 1984

Yeah OldP reminded me that was an option.. Seller is claiming the seat tube center-center is 22" and top tube is 21-1/2".... sure doesnt look like it..
