I thought of Jeremy Sycip during dinner. I also thought of Brent Steelman and Bernie Mikkelsen as well. From the websites, it looks like Mikkelen does TIG, though I can't tell for Steelman currently since the website is in need of some attention. Somebody else had mentioned Potts, but I couldn't tell from the website whether he still does steel. Soulcraft is period correct, but uses TIG. I think my issue with TIG may be that it's not how it was done back then in addition to just arbitrary aesthetics.

In addition to the above, if you want old school, Ed Litton would be an excellent builder to consider. Not only does he build a nice lugged steel frameset, he's a great painter too as he either did, and perhaps still does, all the repaints for Bianchi USA:
