Cleat position

My cleat positions are all the way up on all my cycling shoes since I started cycling. No one ever told me where or how the cleat position should be moved. Last week I just moved my cleat position about half inch lower and it' feels totally different. It feels like I can pedal better, but I really don't know if this is right position for me. Anyone knows how this works?
