You can remove the rust with various products, but it's not really going to improve them much. Looks like you've got chrome over steel. Once the chrome is like that, then that's what you've got.

But. . . . I'm going to share a little secret with you. If the threading is the same on those Campy adjusters as on Tektro brakes, then you can buy these. Just unthread the adjuster out of the barrel (you won't use the barrel) and there you have some nice adjusters complete with rubber o-ring.
