OT - Anyone know what this bracelet thingy is?

Found at the beach.
No markings other than that multiple bar symbol. A blue light flashes below it periodically.
One side button which when pressed will cause a low volume buzzing. Click again and a slower buzzing. Click again and the buzzing stops.

Micro USB connection on the side of the black portion when I pop it out of the bracelet.
But nothing comes up when I plug it into my Mac.
