My concern would be the cameras are connected to something the previous owner can access remotely, such as via smartphone.

Okay, just kidding. I assume with a camera like that you are going to find some kind of central computer. It's not big enough to have a radio, I think. It might be useful in places that aren't an invasion of privacy. |
