Veloflex Corsa's are a tad (roughly 1mm) undersized on a C17-C19 rim. They'll measure truer to size on a C20 or C21.

I found the Veloflex Corsa 28mm aligns with a Vittoria Corsa 25mm.

Horses for Corsa's I guess.......................... ok I'll see myself out.

A lot of variables but another data point for Veloflex Corsa Evo on Bora One 35 rim. 28s measure up as 28s and fit on my Peg (just).

Quick data point on my end. GP5000 non-tubeless tires were pretty close to 28 mm initially (28.6 mm, iirc). After a few thousand miles, it has expanded to slightly more than 29 mm. Rim is Kinlin XR-31T
29.5mm inflated to 70PSI for a 28mm 5000 on an AL33 for me (19.6mm inner). That's considerably smaller than a 28mm 4000 which is 32mm but still may be a tad bit too large. A 25mm 4000 would probably measure almost exactly 28mm on those rims.

My 30c Pirelli P-Zero Racr TLR are about 28mm, I think. They’re currently mounted on hookless 19mm rims. I’ll measure them when I get home later!

They’re 29.4 mm wide and just shy of 26 mm tall. This is on hookless 19c rims, would change a bit with hooks. Not quite what you asked for, but maybe these measurements will help? They’re considerably smaller than 30mm Corsa TLRs.
