Panaracer Type Ds are awesome. Been riding them for about 15 years. Good ride and bombproof. Excellent quality tires.

I've got Panaracer D 28s on one wheelset and Vittoria Corsa controls in 28 on another. The Ds are sturdy, I use them in winter. The Panaracer A evos are probably closer to the corsas in terms of intended use. Panaracer did a special edition tire for awhile in 25 and 28 that was phenoenal. This is my second set of vittoria corsas since they added graphene and changed the tread pattern. I know many love them, I think they're overrated.

I’m running both currently. 25mm Corsas on my Carbon bike/28mm Pana Evo D 4 on my steel bike.

Corsas preferred for ride feel definitely, but Panaracers aren’t bad. I like them for the added puncture protection for dodgier conditions and the brown sidewalls available. I’m still partial to Michelin Pro4Endurance for the ideal combo of puncture resistance/speed/ride feel but those are harder to find and no tan sidewalls.

Been looking at the Evo4's...has anyone measured the 28's on an 18mm internal with rim?

They run fairly true to size. 28.3mm via calipers on a 19.5width rim in my case.

I've had good luck with the Race A Evo 2s. Bought a bunch a while ago. Reasonably priced too. The Competition model with ultralight tubes are phenomenal. They sing like a nice cotton tubular. I got them on close out a couple years back and have not seen them for sale since.
I don't think Panaracer road tires get enough recognition. I'm just glad that their gravel tires are selling well to keep them in business.

Excel has a sale on Vittoria Corsa G2.0 and Corsa Control G2.0, $79 for a pair. I haven't tried these tires before (I'm mainly on Panaracer Gravel Kings), but I'm tempted.
