It doesn't really make sense to me either, just made me laugh. I mean, swimming events are how long... 10 minutes or less for most events? I'd guess that swimmers can go relieve themselves between events, just like I'd beleive cyclists are usually not dehydrated (at least dehydrated to the extent that their performance suffers and their urine is so concentrated). They constantly measure their performance (stare at their stems) for marginal gains, fluid intake is likely part of that equation and therefore likely to be carefully monitored.
