I found it works better if you apply it and then put the wheel in a garbage bag and seal it. It may take several tries.

I’ve rigged up one of the sks racer blades upside down on my trying stand and filled the trough with solvent. Give it slow spins “outside” for an hour or two as you clean the garage/car/bike. Works great!
Just don’t spin it fast! |

It ends up being ridiculously easy…to the point where all the glue is loosened up and then you really go after the last tiny bit.

Don't soften it with anything. Spin it in a truing stand and use a box cutter. Shave it.
