I’ve used this to get awful velox tubular tape and glue residue off a carbon rim, maybe can source it from a euro seller?..

How about lacquer thinner? Apply it with a paintbrush, probably natural bristles. Just wear nitrile gloves; latex gloves will disintegrate.

High-speed wire wheel brush, WEAR GOGGLES.

Alternately, on a cool/cold day outdoors, slowly spray brake or carburetor cleaner onto the slowly-spinning wheel in a truing stand.
Slow rate of spray, allowing time to soak in, and it turns to jelly.
DON'T BREATH THE FUMES.

If that glue matches the curvature of your new tire, maybe just glue it on as is?

Normally I would but this time it's too chunky and uneven.

I actually have some of that Effetto Mastick Remover. Last time I used it I wasn't too thrilled with the efficacy. I guess I could try again.

Gas or diesel probably work really well but my condo neighbors would likely be miffed if I tried...
