32mm is what I am running on my 21id wheels on my disc road bike. Super smooth, spin up and maintain speed well. Using GK slicks to Shamal DB wheels. Great combo.

I have Pirelli Velo 27mm on my rim brake wheels with a 21 ID and they are great as well.

The problem here is rider weight varies a lot and so does rim IW. Then there's hooked and hookless. Different strokes for different folks.

I have 20mm internal rims and like 25s for the road. 28s are OK too. The 28s are better for the hard-packed crushed limestone trails around western Chicagoland.

FWIW, I run the 25s around 80 psi and the 28s around 65-70 psi.
