I don´t feel much difference 23 x 25 x 28. Tire quality makes a igger difference. When i move a few mm the rear wheel on the horiz. drop outs increasing or decreasing chainstay length i also feel a noticeable difference.

I have two wheels that I swap back and forth between on a regular basis:
A) Shimano C50 Tubulars with Veloflex Arenbergs (25s) B) Hed Belgium C2 Tubulars with CK R45 hubs Veloflex Vlaanderen (28s) To me the 28s have a great ride with wonderful grip. Very smooth and I can vary the pressure between 80psi - 110psi and the feel changes quite a bit. The 25s are also a really great, they are on my racing wheels and I really love them. Ultimately, they are not as smooth as the 28s but in my opinion they are faster. The problem is it may be more the wheels than the tyres, I cant really say because I haven't run different size tyres on the same wheels so please take my thoughts with that in mind. For me, it's the biggest Grand Bois/Compass/Rene Herse tire that fits in any given frame.

I’ll add. I think bikes have a sweet spot given design parameters. My road bike will take 32 but it’s really designed for 28 with fenders IMO.

25 or 26 which on today's rims measure out closer to 28 (or larger for some tires and rims) for pure road riding in good conditions. 28s that become 30-32 seem fine for winter weather when I'm layered up clothing, dealing with wet roads and debris and generally just riding for exercise and to burn calories.

Concur. A 25 on a wide rim, that measures near 28, is really about as good as I need for "road" riding. Luckily, this is 99% of what I ride.

25’s just feel perfect for me on pavement. Everything else up to 35mm just feels like half measures...

Agree. 25's for pavement seems pretty ideal, 28s or 32s if dirt is involved or it's winter.

Mix-n-match -- 25-26mm front and 28mm back so that I could inflate them to the same pressure. Larger don't fit anyway in the forks I've got on my bikes.

My 23s measure 25 on my wider rims. I wouldn’t run 25s unless my rims were narrower.
Anything over 25 measured feels mushy to me. Don’t like it. |

28 and beyond...
Tried 32c this past weekend...now that's a workout!
Think I'll dial it down to 28c (max) for road riding, and keep the 32c on a wheel set for those gravel adventures... |
