1999 Trek USPS with number tab

I've come across this bike for sale and have been searching for information on USPS team bikes or other examples of a 1999 bike with the number tab. I know this isn't something that people fake in general, but anyone seen one with one of these?

The linked photo of Lance is like others I've found - he used zip ties to secure a race number and not a tab. His race bike from 1999 at Trek doesn't show a tab either:

The bike I'm looking at has kind of an awful mishmash of parts, including Nashbar brand brake/shift levers - though the frame appears to be in very good shape.

I did find this one of Vaughters/Vande Velde at Redlands:
