Pony up for a proper wheel box. It’s a bit expensive from the places that sell them but they’re worth the price for peace of mind and ease of packing.

Beeg boxes. Usually easier to just reuse boxed manufacturers use to ship wheelsets. See if you can get them from your LBS.

BikeFlights.

I've shipped two sets in the last 6 mo's or so. Both were just under $50 and one was across country.

If you completely dismantle before shipping (remove spokes, baggie the nipples, etc) shouldn't be a problem.

Be sure you use some device or DIY thing at the axle ends to prevent them from damaging whatever they bear up on inside the box and to keep the outer ones from poking through the sides of the box.

The last time I had to ship something (frame, not wheels, but I think the advice still obtains), shipbikes.com had temporarily suspended service (they appear to be back now). So I simply input the dimensions at pirateship.com, which is what I use for other shipments, and the UPS price broke down to:
Shipping $42.96
Handling $11.75
Insurance $2.40 (for $250 stated value)
UPS charges the handling fee if one of the dimensions is greater than 105 inches, which should not be the case for your wheels.

I have used shipbikes before and liked their service, but this worked fine for me.

This was my thinking as well. And wrap with bubble wrap. Each spoke and nipple. Individually.

Get a bike box and cut and fold to the size needed. Stagger the wheels and put the freewheel in between the spokes of the front wheel. Cut the remaining card board into spacers that hold the rims in place. Not that hard.

I’d give pirate a ship a try as first choice. I shipped a framed picture today, UPS Virginia to Chicago burbs 12 lbs, box a little smaller than a wheel box and it was $16. I was expecting $25 or 30.

I have used the service that’s partnered up with PayPal, called ship station. It wasn’t for bike wheels, but the shipping cost was cut way down. And I got to select ups which is my preferred.

I recently sent a set of wheels and it was $67 via fed ex. I found out later that bike flights would have been $50.
go to a bike shop and they will probably give you a wheel box. take another box and fashion some inserts to hold the wheels centered in the box.
