Sounds normal. I couldn’t find a bike shop able to face a bottom bracket. I had to contact a frame builder.

i've used FSA Duron and Orbits forever, are you sure
the rubbery seal things that go in after each bearing are oriented correctly. if you get them in upside down, then preload no worky too goody.

I recently had something similar happen with a threadless headset. After trying a bunch of different things, I took a close look at the spacers and measured them with a caliper. I discovered one of them wasn't cut at a 90 degree angle. The faces weren't parallel as one side was a lot higher than the other. It looked like ramp.
