Recalling the clever, tapered seat tube on my Litespeed-built Merckx EX Titanium frame.
I imagine the tapering process also left the narrower top end of the tube thicker-walled.

i guess they wanted a thicker walled piece of tubing on the top, to accommodate a common seat post diameter and/or to beef up the area where 3 tubes are welded on, while using a thinner-walled tube for the rest of the length. Sort of double-butted handmade style.
