There just aren't that many operations building lugged carbon frames. If you're specifically looking for something with a little more style than you can find off-the-shelf from Calfee, Colnago, Holland, etc., any tube-to-tube carbon builder could probably build something like that for you, but it would likely come at a significant premium.

dam you with your better grasp of reading comprehension than myself.....

(for some reason i skimmed over that part, and just saw the words builds in carbon....and just assumed that big head tube was carbon.....)
