Thanks for all the help,

That sounds exciting! Love the anticipation and selection of final parts for a new build.

While Zondas are a great value, no doubt, Oldpotato is a great wheel builder who charges far less than he's worth. In the unlikely event that you need a repair, he uses all standard components that are easily sourced. Peter built me a set of wheels about 2 years ago and I couldn't be happier. Over 6000 miles later and they're just as true and round as the day I received them. He'd be my first choice for a wheel builder, and it sounds like you aren't far from him.

If you let Peter know what you weigh and how you ride he'll make a good recommendation.

+1 - I haven't purchased any directly, but I've had a few pairs of his second-hand, and all have been perfect...

Before job related injuries and lack of time, I loved riding on my Neutrons and -even better- Protons. Good luck finding old Protons... Wish they still made them.

I'd recommend DT swiss 32mm wheel options if you live in a flat area. Can be found for $350, have a DT swiss 370 (prawl) or 350 (Star ratchet) hub, aero spokes, can take a beating, look good, comes in a few flavors, and aero-er than most options.

Can't believe how many people said Zondas, although the OP is asking about Shimano 11sp wheels

1 You can get a freebody and still be under the $$ limit or buy the Fulcrum Racing 3 (?) - though the Fulcrum won't look as cool.
