Speedvagen does a townie. I think Comotion does a belt drive townie.

Lots of options. World is your upright oyster.

I'll add that the Black Mountain Cycles Road Plus has a LOT of stack - and is designed for fat tires. Combine that with a Specialized CGR seatpost and one of those fancy shock-absorbing stems that came out not too long ago, and I think you'll be in heaven..

Kinda sounds like my Velo-Orange Polyvalent with a Nitto Periscopa stem (I think) and Milan handlebars and a 650b IGH rear wheel with Grand Bois Hetre tires. Pretty upright position, pretty versatile frame. I don't ride it very fast, but you probably could.

Or alternately, the Jones Space bike would be better on trails, and it seems like you can get all sorts of upright on it, especially with one of his bars.

Or, there's that recumbent waiting for you. I'll buy you a helmet mirror.

Without spending mega dollars have a look at the Priority 600.

Production frame with a Pinion gear box and belt drive. It has an upright riding position and you could always change the bars to something with a little more pull back.

If you end up liking it, then it might be a model for a custom, but at least you will know what works and what doesn't.
