Help me out with some bike racing lore

There's a legend in bike racing about two racers on a hot race finish, 2-up break-away. Both riders had run out of water, but one of them kept "drinking" out of their empty bottle. This made the other rider think he was at a disadvantage and lost the finish.

Does anyone remember the race/stage, and who the riders were?
