The roads are great there, but that's bubba-ville. Roll-the-Coal is par for the course.

While the driver may not have been charged yet, the victims, and their insurance companies will eat the driver, his parents, and their insurance alive. There will much more to this that what is described in the article.

Side note, the major counties in Texas require emissions testing. Austin, H-town, DFW, El Paso soon to be SA.

I would add that if the people injured were on foot or in another vehicle, I suspect the outcome for the driver would be quite different.

I actually think the comments aren't that bad given the source of that link. At face value, they aren't really accusing cyclists unless they are in some sort of peloton on a group ride.

I saw that some of the cyclists are affiliated with Bike Law, so I imagine they are going to have good representation.

100% right. Cyclists are sitting ducks out there. The only justice is what could be served at the time of the incident. Like in some third world country.

Legal status of the modifications is complicated, generally a bit of a grey area, and almost never enforced either at inspection (where applicable) or on the road.

The important thing, though, is that coal rolling is 100% deliberate and intentional.
