Any ideas how to re-tap these M5 threads

the cable hanger threads seem munged. I will get a new M5 adjuster. Re tap? How? I have a T handle but that won't turn because of the seat stays or the seat post. Or maybe just a Nitto seatbelt hanger?

I have a small tap set I got just for bike repairs. For tight fits, I just use a small socket and a ratchet to turn the tap. I've chased threads on seatbinders, rivnuts, and braze-ons.

Many tap handles have a square hole so that you can fit a ratchet handle. For this application I'd fit an extension and a handle and have at it from the underside.

As usual Dave has it correct, pull the wheel, flip the frame and the underside and down.

My t-handle tap (that's actually on my desk right now from cleaning out some waterbottle bosses recently) has a sliding handle section. So on that frame, with the wheel removed, you could go from the back, and just slide the handle back and forth every half-turn.

you may just try running an m5 bot in from the other side, that might be good enough to fix the problem.
