I had Scott Quiring build an XcR frame, I sold it because I thought Ti rode better. A forumite (onsight512) bought it and loves it. He responded to the same inquiry you made in 2020.

Even the xcr ones? Reason I'm asking is because a US cinelli rep recently confirmes d that all steel bikes where now built in house except for the cinelli xcr when I asked him.
