which RD would you choose?

Let's say I was planning on friction shifting an 11-42 cassette with a single 38t ring in front.

what is a good budget RD to choose?

will a 105 unit do this well? maybe a mtb RD? friction shift, so the pull ratio really doesnt matter.

SLX or XT?
Both will have a clutch.

The pull ratio doesn't really matter, but, the total cable travel required does. If you go to a MTB rd, you may not be able to pull enough cable to get to all the cogs. I don't know any specifics, but I think it's something you'll need to consider.

I've no first hand knowledge or experience with setting them up with friction, but I see your thinking.
I just went out and manipulated my XT 10 speed w/clutch. I'm guessing friction would be ok.
What type of riding will the bike see?

this all depends on a bike i just bought, which i'm not sure if it'll fit me or not, but if so, it's a gravel typed bike.

You may also loose a bit of finesse and feel with a heavily clutched RD depending on the shifter. I think maybe a bar-end would be easiest and I know you like these for some unknown reason.

What sort of contraption are planning to build?

Which shifters and how many 'speeds'?? If small barrel RH shifter and lotsa 'speeds', the shifter may have to travel all the way aft+ to get to the 42t...

If you haven't picked out a shifter yet, then just get Microshift 11-sp and mate it to either SRAM or Shimano with clutch. Few riding buddies have had issues with Shimano, although mine have performed well. I also have SRAM (Rival w clutch) that has been trouble-free, so next time, I will most likely go with SRAM.

I feel like I read that Ultra Romance - Benedict - Poppi if you will actually had to file out a bar-con to make it pull enough to get to a 42 or wider.

My brain is fuzzy though

Check with Gevenalle. Microshift-y, upgraded in a smart way. Not sure about the cassette range you want—I have one but it’s a short cage.

How much is a budget 11-42 cassette? If you are talking budget wouldn´t it make more sense to go w/ a 2x set up?

yes, i have those microshift shifters on my Ti bike. they work well in friction mode.

if this bike works, that may be the way i go.
