Help needed: shortest height 28.6 seat post clamp?

Looking to replace this black 18mm height / 2-bolt 28.6mm seat post clamp / collar with something that shorter in height and 1-bolt. Found one that is 13mm in height.

Can anyone point to any clamp that is shorter? Would like it to have the inside lip to keep it from sliding down.

Going on a Time VXRS.

The reason to put a taller clamp is because of seatpost slipping. And sometimes going to smaller clamp means problems.

The clamp in the picture is the original one?

Whats the outer diameter of the seat tube? 28.6?
