Still have one of these around but no quill stem to put it on. Works much like that Minoura, however it's easy to take off if it's not needed.

Looking at a video that shows how it works, the straps have a grippy rubber surface, which is how they can hold onto a seat tube. So if you're xarrying a water bottle on the seat tube, I don't think it would slip out that easily to take a drink while riding. Once the bottle in the downtube cage is empty, you'd have to stop to swap the bottles.

I know it can get a might bit warm down your way but...that bike is obviously designed to be ridden with one or fewer bottle. My 2011 is built with OS tubes and two sets of bottle bosses so I ride it with two bottles. Yours isn't. So don't.
