I'd be reluctant to train outdoors past 100aqi, and very reluctant above 150. Try to use the predictions to get some workouts outdoors by gaming the timing, but beyond that I'd use a treadmill, trainer, or erg. Maybe see if there' a fieldhouse with an indoor track somewhere nearby that you can sneak into?

In a worst-case scenario, the training that he's doing while tapering doesn't really add much (if any) fitness at this point in his training cycle.

Most gyms will let you buy a day or couple day pass pretty cheap.

I wouldnt run outside over 150 AQI personally.
