quick update as I replace some worn (~8,000 mile) GP500TL 700x28s with some GP5000TL 700X25's

How are these tire widths being measured to the 0.01mm, or even 0.1mm? I find that when I measure tires, the width at different points around the circumference can vary by a large fraction of a millimeter. A given tire might be 27.2mm width at one point, and then just a few inches away it can be 27.7mm wide.
