Thule RideALong and alternative uses?

Does anyone happen to know if there's a way to re-purpose the thule ridealong rack to accommodate panniers? Found one of these on the cheap locally on facebook, so figured it could round out my kid-bicycle-transporting devices, having a trailer and a trail-a-bike, so far...

There’s no rack. The metal bars are part of the seat and come off with it when you take the seat off. The only thing on the bike is the bracket on the seattube.
