Spoiler alert: At least he made it across the line. A couple of years ago we saw one who ended up in 2nd place.

It's not one of the normal perils of a victory salute. Who goes and puts a bump right at the finish line when you know riders are at full gas? At first glance, it seems like the race organizer was negligent.
Edit: If it's a sprint, they're at full gas and their heads are down and they're certainly not looking for any obstacles in the road because they could reasonably have assumed that the organizers would have cleared obstacles around the finish line.
