I changed my.mind after seeing the pic. Looks nowhere near as bad as I expected. Unless the photo is deceiving. Should be able to fix that up nicely. If the price is good and it fits I'd jump on it. Serottas are wonderful bikes.

Hmm, not very serious, IMHO, but if it bugs you, don't buy it unless the $ is right and you have a place to have it repaired. For me, I'd maybe just glob some clear coat there and ride it..or a sticker..

+1 for sticker. You don’t need to worry about this based on photo.

Not an issue at all. Buy it, try it, and go from there. If you redo the clear coat, I'd personally take off the TT decals as part of the process. Bike looks better without them imo.

I don't know if that is from her shoe. I have one of those frames and the clear coat has bubbled and peeled off in places on the top tube

If someone else is looking for a Fierte IT I still have mine and it is available. See previous marketplace posting. It certainly isn't perfect, but a good example of an older Fierte that has been ridden and updated.

that top tube clear could be a cleat scuff or a peel. either way, it's pretty minor relative to other gouges I have seen. which is not the same as saying the OP shouldn't fix it if he wants.

surprisingly, a lot of people with hip issues step over the top tube to mount or dismount. another way to do it is if standing on NDS lean the bike down towards you and swing right leg counter clockwise over the handle bar. this is how some captains mount their tandems.
