There aren't as many perms as there used to be, the system totally changed. You can search for perms by state here: https://sites.google.com/site/rusapermmaps/

I think that NER perms page needs to be updated. In addition to the link unterhausen posted, information on this and other rusa perms, registering, etc, can also be found on the on the rusa perms page

I used to have 10 or 11 perms. I have to get to work getting them approved again. I was always somewhat reluctant to recruit people into randonneuring, because they might end up hating me. But some people have started randonneuring because of my perms.

Nowadays, to ride a perm you have to be a RUSA member and also have to pay a special perm fee. It's very reasonable though.
