One great spot to put reflective tape is ON your rims, like in between your spokes. In variable motion and visible from all sides.

I have been seeing some unique (to me) variations on LED's shining on the ground. Not sure if it gets my attention because it "works" or because I look at everything on two wheels.

Tires with reflective sidewalls are also helpful (especially if you clean them now and again).
